Kanye West, Kim Kardashian expecting 1st child

ATLANTIC CITY, N.J. (AP) ? A kid for Kimye: Kanye West and Kim Kardashian are expecting their first child.

The rapper announced at a concert Sunday night that his girlfriend is pregnant. Kardashian was in the crowd at Revel Resort's Ovation Hall with her mother, Kris Jenner, and West's mentor and best friend, Jay-Z. West told the crowd of more than 5,000 in song form: "Now you having my baby."

The crowd roared. And so did people on the Internet.

The news instantly went viral on Twitter and Facebook, with thousands posting and commenting on the expecting couple.

Most of the Kardashian clan also tweeted about the news, including Kim's sisters. Kourtney Kardashian wrote: "Another angel to welcome to our family. Overwhelmed with excitement!"

West, 35, also told concertgoers to congratulate his "baby mom" and that this was the "most amazing thing."

Representatives for West and Kardashian, 32, didn't immediately respond to emails about the pregnancy.

The rapper and reality TV star went public in March.

Kardashian married NBA player Kris Humphries in August 2011 and their divorce is not finalized.

West's Sunday-night show was his third consecutive performance at Revel. He took the stage for nearly two hours, performing hits like "Good Life," ''Jesus Walks" and "Clique" in an all-white ensemble with two bandmates.

Obama: Troops aiding African diplomat evacuation

WASHINGTON (AP) -- President Barack Obama says 50 U.S. troops have deployed to the African country of Chad to help evacuate U.S. citizens and embassy personnel from the neighboring Central African Republic's capital of Bangui in the face of rebel advances toward the city.

Obama informed congressional leaders of Thursday's deployment in a letter Saturday citing a "deteriorating security situation" in the Central African Republic.

The evacuation of the U.S. diplomats comes in the wake of criticism of the Obama administration's handling of diplomatic security at its consulate in Benghazi, Libya. The ambassador and three other Americans were killed in a Sept. 11 attack.

In the Central African Republic, rebels have seized at least 10 northern towns. On Saturday they continued their advance, seizing the city of Sibut, 114 miles from Bangui.

South Florida cops are hitting the brakes, new data show

The trend is dramatic and definite: South Florida cops have slowed down big time.

The Sun Sentinel examined new SunPass data and found police speeding has dropped significantly since the newspaper published its "Above the Law" investigative series in February.?

The investigation found nearly 800 officers from a dozen agencies averaging 90 to 130 mph between highway tollbooths. Many of those lead-foot cops were speeding to and from work.

SunPass toll records for the same agencies from mid-February through October show an 84 percent drop in high-speed incidents over the same period last year, the Sun Sentinel has calculated.

"It seems like the message has been received by South Florida law enforcement to slow down," Margate Police Chief Dana Watson said.

The records show excessive speeding by cops to and from work in their take-home cars virtually ended in late spring as police departments began disciplining officers based on the newspaper's investigation.

In Broward County, cops became much more mindful of the speed limit. Officers from Davie, Plantation and Sunrise hit speeds over 90 mph a total of only 10 times, compared to 160 times last year.

A SunPass transponder assigned to a Pembroke Pines officer who had been commuting through Miami-Dade County as fast as 105 mph never registered a speed above 79 mph.

In Fort Lauderdale and Margate, no cop with a transponder drove above 90 mph after the Sun Sentinel investigation, according to the records

High-speed incidents overall fell to 495, down from 3,179 during the same period in 2011.

Some South Florida commuters have noticed.

"I see them speeding a little bit, but not to the extent they were before," said Scott Spizman of Plantation, who drives 100 miles a day to and from his job in West Palm Beach. "It seems a lot safer out there."

The new trend captured by the data shows:

? Cops at 11 of the 12 law enforcement agencies examined in the Sun Sentinel series slowed down in 2012. (For the 12th, the Miami-Dade Police Department, SunPass records are no longer available).

? Only one in 13 police cars registered speeds above 90 mph, compared to one in four last year.

? Habitual speeding stopped. Cops are no longer pushing the speedometer past 95 or 100 mph day in and day out.

Leaders in South Florida law enforcement welcomed the change. They say off-duty speeding and speeding in non-emergencies is not only dangerous and deadly ? but also erodes citizens' confidence in police fairness.

"It's something that I continue to remind them of,'' said Watson, Margate's chief. "We're here to uphold the law, and we're expected to abide by it.''

One cop, rampant speeding

It was one Miami cop's blatant disregard for speed limits a year ago that brought scrutiny of the driving habits of all South Florida law enforcement officers.

Mayor-elect Kirk Caldwell announces key 'historical' appointments

Mayor-elect Kirk Caldwell, who will be sworn into office on January 2, 2013, announced Saturday his appointments in the Mayor's Office, Managing Director's Office, and for the directorships of city agencies.

Ember Shinn has been named Managing Director, marking the first time in Honolulu history that a woman has been appointed to this key city management post.? The transition team received over 400 applications for employment with the new administration.

"I'm excited about the team we're building to manage the city," said Caldwell.?? "I'm proud of the fact that Ember will be the first woman Managing Director, and that we will have top people in my administration who are so dedicated to public service.?? What was striking in the interviews was that people chose to work for government because they want to accomplish something for the community and they feel they can make a difference."

Ember Shinn ? Managing Director.? Shinn served as the executive assistant to Acting Mayor Caldwell in 2010.? Shinn returned home to Hawaii in 2001, retired from the practice of law, and worked for the State House of Representatives as staff attorney for the Judiciary Committee and as special assistant and Chief of Staff for the Speaker of the House.

Georgette Deemer ? Deputy Managing Director.? Deemer served as the Director of Communications for the House of Representatives, where she worked with Caldwell when he was the House Majority Leader.? She served for 15 years as the State of Hawaii Film Commissioner under the Ariyoshi, Waihee and Cayetano administrations where she developed working relationships with city, state and federal agencies for film permitting for local, national and international production.? She oversaw the design, construction and management of the Hawaii Film Studio at Diamond Head.? In addition to her duties as Deputy Managing Director, she will oversee and unify the City's broad communications efforts across all agencies, elevating the importance of communications in the Caldwell administration.

Last-minute fiscal cliff talks in Senate

WASHINGTON (AP) -- Senate leaders groped for a last-minute compromise Saturday to avoid middle-class tax increases and possibly prevent deep spending cuts at the dawn of the new year as President Barack Obama warned that failure could mean a "self-inflicted wound to the economy."

Obama chastised lawmakers in his weekly radio and Internet address for waiting until the last minute to try and avoid a "fiscal cliff," yet said there was still time for an agreement. "We cannot let Washington politics get in the way of America's progress," he said as the hurry-up negotiations unfolded.

For all the recent expressions of urgency, bargaining took place by phone, email and paper in a Capitol nearly empty except for tourists. Alone among top lawmakers, Senate Republican leader Mitch McConnell spent the day in his office.

In the Republicans' weekly address, Sen. Roy Blunt of Missouri cited a readiness to compromise. "Divided government is a good time to solve hard problems ? and in the next few days, leaders in Washington have an important responsibility to work together and do just that," he said.

Even so, there was no guarantee of success, and a dispute over the federal tax on large estates emerged as yet another key sticking point alongside personal income tax rates.

In a blunt challenge to Republicans, Obama said that barring a bipartisan agreement, he expected both houses to vote on his own proposal to block tax increases on all but the wealthy and simultaneously preserve expiring unemployment benefits.

Political calculations mattered as much as deep-seated differences over the issues, as divided government struggled with its first big challenge since the November elections.

Speaker John Boehner remained at arms-length, juggling a desire to avoid the fiscal cliff with his goal of winning another term as speaker when a new Congress convenes next Thursday. Any compromise legislation is certain to include higher tax rates on the wealthy, and the House GOP rank and file rejected the idea when he presented it to them as part of a final attempt to strike a more sweeping agreement with Obama.

Lawmakers have until the new Congress convenes to pass any compromise, and even the calendar mattered. Democrats said they had been told House Republicans might reject a deal until after Jan. 1, to avoid a vote to raise taxes before they had technically gone up and then vote to cut taxes after they had risen.

Nor was any taxpayer likely to feel any adverse impact if legislation is signed and passed into law in the first two or three days of 2013 instead of the final hours of 2012.

Gone was the talk of a grand bargain of spending cuts and additional tax revenue in which the two parties would agree to slash deficits by trillions of dollars over a decade.

Now negotiators had a more cramped goal of preventing additional damage to the economy in the form of higher taxes across the board ? with some families facing increases measured in the thousands of dollars ? as well as cuts aimed at the Pentagon and hundreds of domestic programs.

Republicans said they were willing to bow to Obama's call for higher taxes on the wealthy as part of a deal to prevent them from rising on those less well-off.

Democrats said Obama was sticking to his campaign call for tax increases above $250,000 in annual income, even though he said in recent negotiations he said he could accept $400,000. There was no evidence of agreement even at the higher level.

There were indications from Republicans that estate taxes might hold more significance for them than the possibility of higher rates on income.

One senior Republican, Sen. Jon Kyl of Arizona, said late Friday he was "totally dead set" against Obama's estate tax proposal, and as if to reinforce the point, Blunt mentioned the issue before any other in his broadcast remarks. "Small businesses and farm families don't know how to deal with the unfair death tax_a tax that the president and congressional leaders have threatened to expand to include even more family farms and even more small businesses," he said.

Several officials said Republicans want to leave the tax at 35 percent after exempting the first $5 million in estate value. Officials said the White House wants a 45 percent tax after a $3.5 million exemption. Without any action by Congress, it would climb to a 55 percent tax after a $1 million exemption on Jan. 1.

Democrats stressed their unwillingness to make concessions on both income taxes and the estate tax, and said they hoped Republicans would choose which mattered more to them.

Officials said any compromise was likely to ease the impact of the alternative minimum tax, originally designed to make sure that millionaires did not escape taxation. If left unchanged, it could hit an estimated 28 million households for the first time in 2013, with an average increase of more than $3,000.

Taxes on dividends and capital gains are also involved in the talks, as well as a series of breaks for businesses and others due to expire at the first of the year.

Obama and congressional Democrats are insisting on an extension of long-term unemployment benefits that are expiring for about 2 million jobless individuals.

Leaders in both parties also hope to prevent a 27 percent fee cut from taking effect on Jan. 1 for doctors who treat Medicare patients.

There was also discussion of a short-term extension of expiring farm programs, in part to prevent a spike in milk prices at the first of the year. It wasn't clear if that was a parallel effort to the cliff talks or had become wrapped into them.

Across-the-board spending cuts that comprise part of the cliff were a different matter.

Republicans say Boehner will insist that they will begin to take effect unless negotiators agreed to offset them with specified savings elsewhere.

That would set the stage for the next round of brinkmanship ? a struggle over Republican calls for savings from Medicare, Medicaid and other federal benefit programs.

The Treasury's ability to borrow is expected to expire in late winter or early spring, and without an increase in the $16.4 trillion limit, the government would face its first-ever default. Republicans have said they will use administration requests for an extension as leverage to win cuts in spending.

Ironically, it was just such a maneuver more than a year ago that set the stage for the current crisis talks over the fiscal cliff.

GMing and You or So you?ve decided to play God.

Hi I?m Bosch and I?ve been GMing for quite a while although not here, over this time I?ve developed a few ideas and pointers to help me stagger through an RP and hopefully give everyone a good time (much like a good brothel owner). In this article I?m going to share my thoughts on RPing. I?m not saying I?m totally right or that my tips will work all the time but just whats worked for me.

Before we begin though I?d like to clear up a few definitions.

An RP.

A Role Play which is the whole reason we are here. Notice that it?s not a RPG as in a Role Playing Game. I draw a distinction because ?Game? implies competition which I feel it not the point of an RP. To me an RP is about a group of people telling a story from the point of view of multiple characters. You can disagree with me but I believe that good RPs are more about cooperation than competition.

A GM.

This stands for Game Master and I wish there was another term for this like ?story leader? or ?coordinator? as it fits the role better. The name is a nod to the early of Table Top RPGs where one person would present situations for the other characters to react to. For are uses it the person running the show who comes up with the world and administrates the RP.

Should I be a GM?

Yes, GMing is fun and a great way to meet lots of RPers, I think everyone should give it a go at least once if just to see what it?s like.
Being a GM takes three things an Idea, Dedication and Communication. Much like a tripod if you?re missing one the whole thing is guaranteed to fall over.

World Building

Without a doubt this is the most important thing you will do as a GM because it?s what attracts people to your RP and what keeps them there. I find it helps to think in terms of Genres and where they overlap. So maybe you want to do a crime RP but in a Sci-Fi Setting or a Modern Fantasy RP with comedy elements. The reason thinking in terms of genre is a good thing is it makes it easier to explain your RP quickly to potential RPers.

Once you have settled on a general theme it?s time to put your mark on it. You need to work out the politics, history, groups technology, magic, races and everything else that goes into your world.

For the purposes of this Guide we?re going to use an example RP that I?m literally making up as we go along. It?s a Sci-FI Vampire Hunter RP called BloodCell. See just in that sentence you already have an idea what?s going on.

Plot

The Plot is very important but secondary to world building as the plot can vary wildly from what you planned to what happens, this is because of RPer involvement. In my opinion the RP should start with a big event, a murder or an attack or a wedding, something dramatic that immediately gives the RPers something to do. Nothing kills an RP faster than the ?getting to know you phase? where characters just parrot the information on their CS. Start strong and kick off the RP with a bang.

The second important thing to note is as the GM the plot is your character and all other concerns are secondary. It?s your job to get the RP through and finished. That means you must be willing to sacrifice characters for the good of the story. Sometimes you can have fun with this. For example write a full CS for a character, big them up in you first three or four posts and then kill them. I mean really kill them dramatically and brutally, this is often a good way to introduce an antagonist, who odds are you will be playing.

The Third most important thing is that you have a plot that is an ensemble thing. Do not have a main character. Firstly if the main person leaves your screwed, secondly it will give too much control to a single RPer, you?re the GM so you are in control. Thirdly it means the other RPers are bored and reduced to glorfied NPCs. Nobody likes this.

So subplots are important. That basically means making sure everybody has something to do. We?ll come back to this below.
Ok so if we return to our example RP BloodCell we know we?re going to have Vampires. But I don?t really like the sparkly kind of Vamps, I like the pure evil variety. So maybe Vampirism has become an epidemic which has led to the founding of evil Vampire extremist groups. So we need something to fight these terrorist Vampires.

Werewolves?

Too clich?d.

It?s a Sci-Fi setting so why not Cyborgs or robots like Ghost in the Shell?

This could work as both groups will have impressive strength which will led to impressive fight scenes while neither are entirely human which could give the more philosophical RPers something to sink their teeth into (Ha Ha.. sink their teeth into.. see it?s about vampires and they bite people you know, with their teeth... nevermind). Additionally maybe the vampires are genuinely discriminated against adding another layer for thoughtful RPers to explore.

Thinking about how people are going to approach your RP is key to developing a good plot and World.

Drumming up some business.

The Interest Check (Int Chk) should give a brief outline of the RP?s world, plot and comparable works.

So the Int Chk for BloodCell could read like this.

In the Year 2051 Vampirism has become an epidemic with afflicted individuals forming their own subculture and feeding off the living. Faced with a disaster the government forms the AVUs or Anti Vampirism Units to seek out and destroy Vampiric activity. The members of the AVU ex humans turned into Cyborgs designed to hunt and kill Vampires.

This RP will follow a unit of AVU called the BloodCell as they track down a groupl of Vampires believed to have taken part in a terrorist action.

The RP will be similar in nature to Ghost in the Shell, Day Breakers and Blade Runner.

The Title for the Int Chk topic should be a briefer description.

In my experience you get less hits with the Roleplayers Wanted section but every little helps.

Time to Make an RP?

Unfortunately I can?t tell you what the magic group size is as it varies depending on RP type. What I would suggest is take on at least two more RPers than you feel you need. This is because RPers are possibly the biggest flakes you will meet in any walk of life at a few will disappear in the first few posts. At least if you have more than you need the drop outs won?t be felt as keenly.

Creating an RP.

Hells horses that?s a lot of little boxes. In this section I?ll give a brief run through of those boxes.

To help we?re going to use our fictional RP BloodCell. Anything in italics is what goes into the field.

Descprition
The RP is set in 2051 and the planet is facing an epidemic of Vampirism and terrorist actions. The Vampires are treated as second class citizens and have formed their own subcultures. While most are peaceful some have begun feeding off the living and fighting for Vampire control of the planet. Faced with a potential war against an undead foe the government forms the AVUs or Anti Vampirism Units the seeks out and destroys Anti-Human Vampiric activity. The members of the AVU ex humans turned into Cyborgs designed to hunt and kill Vampires.

The RP group will be playing the members of a AVU called BloodCell thats has been tasked to investigate some disturbing reports...
(A rehash of the Int check is acceptable)

Tags
Original, Vampire, Sci-Fi. Put whatever you feel is relevant just make sure you stand over your decisions for example If I was use the word Magic that would be wrong because magic dosen?t feature in the RP and will lead to confusion.

Setting
The BoodCell Universe. I always had trouble with this question but I guess it?s if you have a successful RP setting you can set other RPs in the same setting but tell a different story.

Character approval.
I always say yes to approval because you don?t want any random asshole rocking up and getting their sticky mitts on your RP.

Is this role play original?
The answer should always be yes, but sadly some people make fanfiction RPs, if your RP is a fanfiction deal (this includes RPs set in the same universe but featuring none of the characters) you need to tick no. I?ll discuss my feelings on Non Original RPs below.

Rules.
In this section you lay out the laws. Things to consider are what is acceptable sexual and violent content, what is the minimum number of posts per week, is there a post word count (you should never have a word count on posts, sometimes a post needs to be a one liner), grammatical standards (remember not everyone received the same level of education as you, speaks the same language as you or has the same mental facilities as you. So long as they can write a good understandable story then live and let live.) etc.

Introduction.
In this section you want to introduce the RP in much the same way as you did in the Int Chk. Provide a brief description for people just browsing.

Press submit and you?re done.

First steps.

The way this site is set up you must have an active character in an RP to be able to create OOC topic. So go create your character. Keep in mind your character is really the Plot or the RP it?s self, that?s your baby so ensure the character you create is important enough to drive the plot in the opening posts, the ?big bad? and ?quest giver? are often good choices. Odds are you?ll have multiple characters but you just need this one so you can make topics and get to administrating.

Once you have created your character go make a new topic in the OOC title like ?The World Of BloodCell? or ?The BloodCell Primer? or ?The BloodCell Bible?. You want to get across that this is where the World is explained.

In this topic you describe the world, groups technology social structure of the world you constructed, before you were trying to entice people by providing enough info without overloading them. Now is the time for sensory overload, include everything you came up with during the World Building phase.

Now you need to go back to the Introduction of your RP and ensure this ?Bible? topic is linked to the introduction so people browsing will know you put in the time world building. There is nothing worse than an RP that the GM put no thought into especially when it?s high concept.

You could also put your world building on the intro page but I feel it looks cluttered. That?s just personal taste.

Bible maintenance will become very important in the opening days as RPers join and ask questions you never considered. A popular one is post apocalyptic currencies because nobody every thinks about it, freaks out trying to do something original and inevitably winds up using bottle caps.

Character Sheets

The character sheet system here is pretty comprehensive but if you require additional information just request it in the introduction.
You should view character sheets as tryouts, if an RPer can?t write a good CS odds are they won?t be able to write a good post. Additionally if they make no mention of the world you built or use very generic terms maybe you should question how closely they are going to read the posts of others. Your RP needs players to be successful but one good RPer is worth twenty poor ones.
Additionally try to take a chance on Newbies, if they have a quality CS give them a shot.

If you do refuse a CS it?s always nice to say way and offer constructive criticism. You don?t have to be harsh but be honest and let people know it?s nothing personal.

First posts.

These are all about setting the scene and letting people establish their characters. Here is where you want to describe your big event that will kick off the RP. Excitement will be high at this point so you want to capitalise on that.

For Example BloodCell could start off with a group of Vampires taking hostages including an AVU member (perhaps you could take this character and make them a bit of a Billy Badass). The RPers are scrambled to take care of it but before they can get there the Vamps detonate an explosive device killing all inside. Including your Billy Badass character in an ?opening episode? plot twist.

Oh no. The RP kicks off and the characters have to chase down leads across your Sci-Fi world, maybe mop up some surviving Vamps or provide first aid to survivors. The important thing is everyone has something to do.

You could also set up a couple of throw backs. Maybe Billy Badass survives the explosion, gets turned and comes back later as a Vampire Cyborg with a grudge. This is something good GMs are able to do, they leave little lose threads that can be picked up later in the story, sometimes they come off, other times they don?t. People tend to remember the ones that work out though and it can give the impression you have a grand masterplan when you actually got lucky. Given the interactivity of RPing and quality of the story, credibility can be somewhat stretched and your RPers won?t call bullshit if plots get dropped or merged into others. Often these things develop organically, maybe a one shot character turns out to be popular with RPers so next time you were going to use a faceless NPC use the popular one.

Another thing you want to do (if you are this way inclined) is try to set the theme in your first few posts if you going mega happy RP crack a lot of Jokes in the opening posts or if you want the opposite write like a depressed Raymond Chandler.

So that?s setting up an RP, now we?ll look at keeping one going.

The OOC

If you view this as hosting a party I find it makes more sense. It?s your job to make sure everyone is having a good time, getting introduced to each other and feel they can drop into the OOC just for a chat or to shoot the shat. You can do a couple of forum games here, discuss the plot, talk about whatever. The point is you?re trying to make friends (which is kind of the point) a group of RPers that can do this are more likely to stick together through the lean times. Its your job to provide the initial spark but pretty soon people will just be interacting normally.

The other purpose is announcements. Maybe there has been a pretty dramatic development in one of the posts. Make sure to point out something big has happened as some people only skim and might miss out. You should also praise people have wrote particularly well as the RPers deserve it. To you the whole thing is planned in your head, to them they have to get inside your head and then translate that into a post. It also gives other RPers an idea what you looking for.

PMs

I like mysteries and I like surprises as I assume others do as well. Therefore if I have an important plot point to drop on someone I do it via PM and collaborate with other RPers in an effort to surprise other RPers. I also encourage RPers to do this amongst themselves as I like being shocked when a Plot takes an unexpected turn. For example when an RPer makes their character fail to complete a goal is a beautifully awesome for me as I have to adapt the story on the fly. It keeps things interesting. Unfortunately few RPers get this and will often be worried it makes their character look weak. I never understood this ?Prison Yard? mentality, we?re playing make believe on the internet at the end of the day, it?s ok to take chance.

The other side of PMs is keeping the rabble in line. I?ve found a PM is way more effective method of pulling someone up than going public on the OOC. Publicity just leads to bruised egos and toys being thrown out of the pram it?s much easier to drop a quick PM and keep things nice and civil.

In this last section I?m going address some General Questions.

Nobody is joining my Amazing RP?

First off keep the Int Chk and Roleplayers wanted sections active by bumping them. Secondly ensure they are neatly designed and well written. A poorly written block of text is sure to put people off.

If you have friends on the site, PM them to see if they fancy getting involved, if you have RPers signed up get them to recruit their friends.

If none of this works maybe it?s time to look at your idea, is it original ? Have you made it clear what is happening? Have you made it seem like there is something to do?

What?s the deal with originality?

My RPs are always original, sure they may be influenced by other works but most times they are a amalgamation of lots of influences. Using the BloodCell example it?s pretty obvious where I picked up ideas (Van Helsing in Blade Runner after making a quick stop at Deus Ex) the advantage to having my own setting is I?m not constrained by cannon or existing characters. Consider why there are no James Bond RPs, the chaos over who plays Bond would be crazy. Instead we have spy RPs that are heavy on Women and Tuxedos, James bond in everything but name.

In addition Original RPs are better because it means the GM has taken time to invest in something they believe in. This indicates a certain level of motivation and Dedication.

Any tips and tricks for GMing?

GMs love giving people choices but sometimes wuss out on consequences. Lets say in our example RP an RPer has a choice between saving two RPers, only one can be saved. Some would see this as a binary choice. A or B. Good RPers will see many more. Maybe their character says ?Screw this, I hate both these jerks.? And leaves the room. Maybe the character says take me instead. Maybe they try to save both and everyone dies. The point is you have got to be brutal with the consequences of these decisions.

It?s vital you make it clear from the get go that you plan to have situations like this where one character can completely screw over another (in the name of drama) and that death is very likely. Some people might get annoyed their character dies but always keep in mind your allegiance is to the story, if that pisses some people off along the way so be it, but when it?s all said and done and you?ve run an awesome RP people will want to be involved with your next one.

Of course it?s only fair to allow RPers to come back with another character.

Another Idea is to take a break from traditional types of RPs maybe fantasy has become stale why not try something else. Additionally you could try RPing in different ways. An example of this would be an RP I?m running where instead of traditional posts I give people jobs and they write how the job is completed in the form of a short story. Creativity is number one here, if you can imagine it give it a go.

So that?s it, maybe it was all stuff you knew or maybe you think I?m full of BS or maybe it helped out and you have more questions. Whatever your thoughts please post below and I?ll try to answer.

Oh, BloodCell isn?t an RP I ever intend to make so if anyone thinks they can make it work feel free to take it. I?m just not sure the world is ready for Cyborg Vampires.

Neighbors help out in Tennessee tornado recovery

HARRISON, Tenn. (AP) - The communities of Harrison and Ooltewah are still scarred with uprooted, twisted trees and homes under construction after a March 2 tornado, but neighbors are helping each other on the path to recovery.

The EF3 tornado destroyed 82 homes and damaged 262 more. But even as bulldozers and roofers repair the damage, not everyone has been able to recover as quickly, The Chattanooga Times Free Press reports (http://bit.ly/V55SE7 ).

Carl Evett lost his small uninsured home in the tornado, and while many insured homeowners have been able to rebuild, he's been struggling.

So during this holiday season, his neighbors partnered with volunteers from the Bayside Baptist Church to use donated materials and the money he received from the Federal Emergency Management Agency to build a new home.

(AP) ? Police suspect that a casino worker killed a 10-year-girl before going to a Las Vegas resort and allegedly slashing the face of a co-worker with razor blades.

The search for Jade Morris ended Friday afternoon when officials confirmed that it was her body that was found a day earlier in an undeveloped housing tract.

The Clark County coroner's office said she died of multiple stab wounds. Jade was last seen Dec. 21 with family friend Brenda Stokes Wilson, who picked her up to go Christmas shopping.

Wilson, 50, returned the car she had borrowed for the outing to a friend two hours later. Jade never came back. Investigators later found blood on the driver's door and steering wheel of the 2007 Saab sedan.

Later that night, Wilson was wrestled to the ground with razors in each hand after allegedly slashing the face of a female co-worker at the Bellagio casino.

A judge raised her bail from $60,000 to $600,000 Friday morning after she was identified as the prime suspect in the child's killing.

"It's no secret the defendant is the suspect in the murder of 10-year-old Jade Morris," prosecutor Robert Daskas told Senior Clark County District Court Judge Joseph Bonaventure at the hearing.

Later Friday, Las Vegas police homicide Capt. Chris Jones said investigators were still moving forward.

"As soon as we get all the evidence in that we need, we'll book her on the murder charges," he said.

Wilson has been jailed since the 21st on felony battery with a weapon, burglary and mayhem charges that could get her decades in prison.

Police said she offered no help in the search for the missing girl. Murder and kidnapping charges could get her life in prison without parole or the death penalty.

On Thursday, Las Vegas police responding to a 911 call found a girl's body in unkempt brush near palm trees in a small traffic circle about 10 miles from the downtown Las Vegas outlet mall where Stokes was to have taken the girl shopping.

On Friday evening, Jones called the slaying "unfathomable."

"Even having our jobs, we still can't wrap our heads around this," he said. "A lot of people think that just because of our positions we can understand it, but we can't."

In court Friday morning, Wilson stood flanked by eight police officers as her lawyer, Tony Liker, clutching a Bible and a copy of the charging documents, asked the judge to postpone arraignment until Wednesday to give him time to meet with Wilson.

Wilson, who had been identified by police and prosecutors as Brenda Stokes, told the judge Friday that her full name was Brenda Stokes Wilson.

Jade's father, Philip Morris, was removed from court Wednesday by armed court officers after shouting questions about his daughter's whereabouts to Wilson. He did not attend Friday's hearing.

The two dated for several years, and Jade had a long and trusting relationship with Wilson, according to the girl's grandfather, Philip Tucker.

Tucker said Philip Morris lived in Billings, Mont., and worked at a Flying J truck stop for more than a year. He would stay with Wilson when he visited Las Vegas, Tucker said.

Authorities have not disclosed a motive for the slaying. But Tucker said Wilson appeared to believe that the face-slashing victim had become romantically involved with Philip Morris.

Wilson picked up Jade for their shopping expedition around 5 p.m. Later, she got a ride with a friend to the Bellagio. She allegedly attacked her co-worker, Joyce Rhone, at around 9:30 p.m.

Rhone, 44, was hospitalized with deep cuts on her face, including one from her ear to the edge of her mouth.

Wilson told investigators that she visited her doctor last week, seeking to be admitted to a hospital "due to feeling like she wanted to hurt someone."

Bynum, Pistons top short-handed Heat 109-99

AUBURN HILLS, Mich. (AP) ? LeBron James and the short-handed Heat were no match for Detroit's brilliant bench.

Will Bynum had 25 points and 10 assists, leading another spirited performance by the Pistons' reserves, and Detroit beat Miami 109-99 on Friday night despite 35 points by James.

Miami was without Dwyane Wade, suspended for a game by the NBA for flailing his leg and making contact with a Charlotte player Wednesday.

The Detroit reserves, who scored 85 points in a loss to Atlanta on Wednesday, contributed 64 this time. Charlie Villanueva had 18 points and Austin Daye added 11, helping the Pistons snap Miami's six-game winning streak.

"Their bench came in and turned it up about 17 notches. We let them get into a comfort zone in the second quarter, and after that, they were making all kinds of contested shots," James said. "It's hard to make any kind of run when a team keeps doing that to you."

The Heat scored the game's first 10 points and led by 15 after one quarter, but the momentum shifted for good when the Pistons outscored Miami 41-20 in the second.

Chris Bosh had 28 points for the Heat.

Miami had cut a 17-point deficit to four early in the fourth, but Detroit's reserves steadied themselves. Rookie big man Andre Drummond scored inside, Villanueva scored after a turnover by James, and a 3-pointer by Bynum pushed the lead back to double digits at 88-77.

"That little split of doubt that you can have ? it's a turnover, it's a missed shot, it's a bad play," Bynum said. "You just have to be aggressive and confident."

That's rarely a problem for Bynum, who looks out of control at times but can lift his team with his energy. He's played in only 22 of Detroit's 32 games this season, but he scored 31 points Wednesday and followed it up with another remarkable performance against the Heat.

"Will kind of got squeezed in the rotation," Pistons coach Lawrence Frank said. "Had several DNPs, stayed the course, and he deserves all the credit."

Detroit led 95-84 after Villanueva corralled a wild pass from Bynum and made a 3-pointer. Daye added a dunk in transition off a slick drop pass from Bynum for a 101-90 lead.

Bynum scored 13 points in the fourth quarter.

"He was amazing," James said. "He controlled the game with his motor and his offense. He was hitting everything and he was getting everyone else involved. We couldn't do anything with him."

The Pistons shot 58 percent from the field to Miami's 51. The Heat had been 31-0 since the beginning of last season when shooting at least 50 percent.

The Heat said before the game they didn't agree with Wade's suspension for making contact with Charlotte's Ramon Sessions earlier in the week.

"That's no excuse. We still had enough," Heat coach Erik Spoelstra said. "Obviously, we're a different team with Dwyane, but we have enough depth that we should be able to overcome missing one guy for a night."

Miami breezed through the first quarter, taking a 10-0 lead and eventually making 11 of its first 14 shots. It was 32-17 after one, but the game turned almost immediately.

Detroit's bench was again outstanding. The Pistons scored the first 14 points of the second and finally took a 41-39 lead on Villanueva's 3-pointer.

The bench ? specifically Villanueva, Bynum, Drummond and Daye ? scored 36 of Detroit's 41 points in the quarter, and the Pistons went into halftime with a 58-52 lead.

And that was only the beginning. Miami didn't start the third quarter any better than the second, allowing nine straight points. Greg Monroe's basket made it 76-59, and although the Heat increased the pressure defensively, they didn't always get the results they wanted.

After Shane Battier and James made consecutive 3-pointers to pull Miami within nine, James thought he'd knocked the ball away from Jason Maxiell cleanly near midcourt. But a foul was called and Maxiell made one of two free throws to make it 79-69.

It was 81-71 after three.

NOTES: Udonis Haslem is now Miami's career leader with 620 games played, snapping a tie with Wade because of the suspension. A bank branch traditionally has been a place with tellers. Nowadays, it is often a place with listeners.

A number of banks in Western Pennsylvania are placing staff in branches to hear about and service customers? investment, retirement and other needs, instead of just processing checks and taking deposits.

?Our philosophy is total money management,? said Vincent Delie Jr., CEO of First National Bank and president of its parent, FNB Corp. of Hermitage, Mercer County

?Our goal when a customer walks into a branch is to provide what they need to be (financially) successful,? said Delie. ?That requires people in the branches to have more training and to be more focused on cross-selling.?

In an age when customers are using technology to do more of their day-to-day transactions, banks are employing new ways to serve them with other services inside traditional branches.

Retail bank branches are evolving more toward places for customers to ?resolve issues or look for financial advice,? said David Albertazzi, senior analyst at Aite Group, a financial services research and advisory firm based in Boston.

?Branches are becoming more about customer experience rather than about transactions,? he said.

For example, a First National Bank branch employee might suggest to someone nearing retirement that they roll over a 401(k) account, said Delie. Or a newcomer to Pittsburgh who?s opening a checking account might be offered a credit card or homeowners insurance.

A few First National Bank branches, such as in Shadyside and Sewickley, feature airy, enclosed areas for customers to discuss their personal finances with staff members in a private setting, said Delie.

At Citizens Bank, customers walking into a branch are likely to be intercepted by a ?greeter? who asks why they are visiting and what other financial issues their households have. If the customer is waiting in line just to deposit a personal check, for instance, he might be directed to a ?smart? automated teller machine on site that can handle the transaction and which has no waiting line.

?We started testing greeters about a year ago in the Pittsburgh market. Now, we have it around the country,? said Michael Cleary, group executive vice president and head of U.S. distribution for consumer banking at RBS Citizens Financial Group, parent of Citizens Bank.

The bank has begun adding ?financial consultants? ? generally one for every two or three branches ? to advise customers about such issues as saving for college or planning for retirement, he said.

?Years ago, when online banking came along, people used to say branches would go away once consumers adopted this channel,? said Cleary. ?But what we?ve learned is that people use all channels ? ATMs, online banking, telephone banking, mobile banking ? and branches,? said Cleary.

A study by the Tower Group shows the cost difference to process transactions through different channels. A transaction at a teller window is the most expensive, costing banks $4 on average to process. A telephone transaction ? where a call center agent talks to a customer ? costs an average of $3.75. ATM transactions cost 85 cents, and online service costs only 17 cents per transaction, the study shows

PNC Bank is converting a traditional branch in the South Hills into what it calls an ?investment and retirement planning center.? The office on Beverly Road in Mt. Lebanon will be the first of its kind in PNC?s retail network when it opens sometime in late March, said Jim Balouris, executive vice president of retail banking.

?We?ll be redoing the entire branch,? said Balouris. ?The objective is to have good conversations with customers sitting side by side with our experts to come up with game plans to achieve their financial goals.?

The PNC prototype will differ from a PNC wealth management office, which serves people with at least $1 million to invest. Rather, an investment and retirement planning center will cater to what Balouris calls, ?the mass affluent,? or people with between $100,000 and $1 million to invest.

?Customers are searching for solutions in this low-interest investing environment,? he said.

PNC is taking a ?test-and-learn? approach before rolling out the concept, said Balouris.

Area banks also continue broadening their branch capabilities with technology. Executives at both PNC and at Citizens said their respective banks by the end of 2013 would have in place advanced-function, or smart, ATMs. The machines can accept cash and check deposits without envelopes, and provide check images on receipts.

?Whatever people?s economic level is, they are using technology to do more of their day-to-day transactions,? said Balouris.

Fiscal Cliff Deal Not Reached, Leaders Agree To Continue Talks

WASHINGTON -- With just three days to go before tax rates rise for all Americans and 1 trillion dollars in spending cuts over the next decade are triggered, President Barack Obama announced to the American public that the time for negotiations had not yet passed.

Several hours earlier, the president had met with top congressional leaders to discuss a path of resolution to the so-called fiscal cliff. It was, he said, a ?good and constructive discussion," one that had left him ?modestly optimistic? that a deal could still get done. But he chastised lawmakers for waiting once more until the last minute to reach an agreement.

?This is d?j? vu all over again,? he declared, adding that, ?outside of Washington, nobody understands how it is that this seems to be a repeat pattern.?

More importantly, the president declared that if Senate Majority Leader Harry Reid (D-Nev.) and Minority Leader Mitch McConnell (R-Ky.) are unable to reach a deal, he wants an up-or-down vote on a small package that would extend tax cuts for middle class Americans, continue unemployment benefits and lay the groundwork for future deficit reduction.

"The hour for immediate action is here. It is now," Obama said in a statement before the White House press corps. ?If an agreement isn?t reached in time between Sen. Reid and Sen. McConnell, then I will urge Sen. Reid to bring to the floor a basic package for an up-or-down vote.?

"So if we don?t see an agreement between the two leaders in the Senate, I expect a bill to go on the floor -- and I've asked Sen. Reid to do this -- put a bill on the floor that makes sure that taxes on middle-class families don?t go up, that unemployment insurance is still available for two million people, and that lays the groundwork, then, for additional deficit reduction and economic growth steps that we can take in the New Year," Obama added.

The action now moves to the Senate, where Reid and McConnell have precious little time to hammer out a deal. House Speaker John Boehner (R-Ohio) emphasized during Friday?s White House gathering that he would not move legislation to resolve the fiscal cliff without seeing the Senate act first.

Shortly after the White House meeting ended, Reid and McConnell appeared together on the Senate floor and said they plan to try to come up with a new proposal to present to their respective caucuses as early as Sunday.

"Whatever we come up with is going to be imperfect," Reid warned. "Some people aren't going to like it, some people will like it less. But that's where we are. We have an obligation to do the best we can."

Whether or not a Senate deal can be reached is anyone?s guess, though it seems unlikely considering all the false starts that have characterized negotiations up to this point. Whether McConnell would allow for an up-or-down vote on a Democratic-authored bill is even less certain. On Friday evening, Reid's office announced that it was preparing such a bill for a Monday vote as a contingency plan.

McConnell said the next 24 hours will be crucial if there is any deal to be had. "I am hopeful and optimistic," he said.

The framework of a Senate-blessed deal did seem to come into focus prior to the Friday meeting. Hill aides on both sides of the ledger said they could envision support for a scaled-down proposal that included tax rates extended for household income under $400,000, an extension of unemployment insurance benefits, no change to the estate tax, no money for infrastructure and no resolution to the impending debt ceiling standoff. What would happen with the $1 trillion or so in sequestration cuts set to kick in on Jan. 1, 2013 and take place over the next 10 years was unclear.

A White House official declined to say whether this would serve as the ground floor for Reid and McConnell?s talks or even if the president himself would support such a proposal. The official argued that any final deal that emerged from the Senate would have to be crafted with an eye toward garnering Democratic support in the House. Reid, after all, wouldn?t sign off on a bill that set the threshold for tax hikes too high. And since Boehner's failed "Plan B" proposal showed he was unable to pass legislation raising rates only on millionaires, Democratic votes in both chambers would be needed.

?Whatever McConnell and Reid cook up is something that Nancy Pelosi has to support," the official said. "The Minority Leader will have a powerful role in these discussions.?

The official added that the White House would be ?in touch? with Senate negotiators during the next few days to ensure that talks stayed on track. If they didn?t, and McConnell ended up filibustering even the president?s scaled-back plan, the White House feels that the hit to his reputation would be heavy.

?It puts him in a position of filibustering tax cuts for the middle class,? the official said. ?This is their incentive to get a deal done.?

Experts: Trained police needed for school security

WASHINGTON (AP) ? The student's attack began with a shotgun blast through the windows of a California high school. Rich Agundez, the El Cajon policeman assigned to the school, felt his mind shift into overdrive.

People yelled at him amid the chaos but he didn't hear. He experienced "a tunnel vision of concentration."

While two teachers and three students were injured when the glass shattered in the 2001 attack on Granite Hills High School, Agundez confronted the assailant and wounded him before he could get inside the school and use his second weapon, a handgun.

The National Rifle Association's response to a Connecticut school massacre envisions, in part, having trained, armed volunteers in every school in America. But Agundez, school safety experts and school board members say there's a huge difference between a trained law enforcement officer who becomes part of the school family ? and a guard with a gun.

The NRA's proposal has sparked a debate across the country as gun control rises once again as a national issue. President Barack Obama promised to present a plan in January to confront gun violence in the aftermath of the killing of 20 Sandy Hook Elementary School students and six teachers in Newtown, Conn.

Agundez said what happened before the shooting in the San Diego County school should frame the debate over the NRA's proposal.

With a shooting at another county school just weeks before, Agundez had trained the staff in how to lock down the school, assigned evacuation points, instructed teachers to lock doors, close curtains and turn off the lights. He even told them computers should be used where possible to communicate, to lessen the chaos.

And his training? A former SWAT team member, Agundez' preparation placed him in simulated stressful situations and taught him to evade a shooter's bullets. And the kids in the school knew to follow his advice because they knew him. He spoke in their classrooms and counseled them when they came to him with problems.

In the wake of the Sandy Hook massacre, school boards, administrators, teachers and parents are reviewing their security measures.

School security officers can range from the best-trained police officers to unarmed private guards. Some big-city districts with gang problems and crime formed their own police agencies years ago. Others, after the murder of 13 people at Columbine High School in 1999, started joint agreements with local police departments to have officers assigned to schools ? even though that was no guarantee of preventing violence. A trained police officer at Columbine confronted one of two shooters but couldn't prevent the death of 13 people.

"Our association would be uncomfortable with volunteers," said Mo Canady, executive director of the National Association of School Resource Officers ? whose members are mostly trained law enforcement officers who "become part of the school family.'"

Canady questioned how police officers responding to reports of a shooter would know whether the person with a gun is a volunteer or the assailant.

Former Rep. Asa Hutchinson, who also was a top Homeland Security official and will head the NRA effort, said the program will have two key elements.

One is a model security plan "based on the latest, most up-to-date technical information from the foremost experts in their fields." Each school could tweak the plan to its own circumstances, and "armed, trained, qualified school security personnel will be but one element."

The second element may prove the more controversial because, to avoid massive funding for local authorities, it would use volunteers. Hutchinson said in his home state of Arkansas, his son was a volunteer with a local group "Watchdog Dads," who volunteered at schools to patrol playgrounds and provide added security.

He said retired police officers, former members of the military or rescue personnel would be among those likely to volunteer.

There's even debate over whether anyone should have a gun in a school, even a trained law enforcement officer.

"In general teachers don't want guns in schools period," said Dennis Van Roekel, president of the National Education Association, one of the two large unions representing teachers. He added that one size does not fit all districts and said the union has supported schools that wanted a trained officer. Most teachers, he said, do not want to be armed themselves.

"It's a school. It's not a place where guns should be," he commented.

The security situation around the country is mixed.

?Maricopa County, Ariz., Sheriff Joe Arpaio says he has the authority to mobilize private citizens to fight crime and plans to post armed private posse members around the perimeter of schools. He said he hasn't spoken to specific school districts and doesn't plan to have the citizen posse members inside the buildings.

?The Snohomish School District north of Seattle got rid of its school officers because of the expense.

?The Las Vegas-based Clark County School District has its own police department and places armed officers in and around its 49 high school campuses. Officers patrol outside elementary and middle schools. The Washoe County School District in Nevada also has a police force, but it was only about a decade ago that the officers were authorized to carry guns on campus.

?In Milwaukee, a dozen city police officers cover the school district but spend most of their time in seven of the 25 high schools. In Madison, Wis., an armed police officer has worked in each of the district's four high schools since the mid-1990s.

?For the last five years, an armed police officer has worked in each of the two high schools and three middle schools in Champaign, Ill. Board of Education member Kristine Chalifoux said there are no plans to increase security, adding, "I don't want our country to become an armed police state."

?A Utah group is offering free concealed-weapons permit training for teachers as a result of the Connecticut shootings. Arizona Attorney General Tom Horne proposed a plan to allow one educator in each school to carry a gun.

Ed Massey, vice chairman of the Boone County, Ky., school board and president of the National School Boards Association, said his district has nine trained law enforcement officers for 23 schools and "would love to have one in every school."

"They bring a sense of security and have done tremendous work in deterring problems in school," he said. "The number of expulsions have dramatically decreased. We used to have 15 or 20 a year. Now we have one or two in the last three years."

An officer, he said, "is not just a hired gun. They have an office in the school. They are trained in crisis management, handling mass casualties and medical emergencies."

He said a poster given out by the local sheriff's department shows one of the officers and talks about literacy and reading.

Kenneth Trump, president of the National School Safety and Security Services consulting firm, said having trained officers in schools is "more of a prevention program than a reactive program if you have the right officers who want to work with kids."

But he also criticized a drop in funding for school security, saying, "Congress and the last two administrations have chipped away to the point of elimination of every program for school security and emergency planning."

Dr. Ronald Stephens, executive director of the National School Safety Center that provides training to schools, said the NRA's suggestion of using volunteers "is a whole new concept of school safety." He questioned whether the NRA wants to bring the best sharpshooters on campus.

"How is that going to create a positive atmosphere for young people?" he asked. "How does that work on the prevention side?"

Agundez, 52, who retired as a policeman in 2010, learned shortly before his retirement just how much his trained reaction to a shooter affected students at Granite Hills High.

He was writing a traffic ticket and the driver's whole body started shaking. He had been a student that day nine years earlier.

"He gave me a hug," Agundez recalled. "He said 'I always wanted to thank you.' You saved our lives."
