Taunton's synthetic marijuana ban ready for mayor's signature

The process of adopting an ordinance holding convenience store owners and individuals liable for selling, possessing or using synthetic marijuana is being expedited.

The City Council Tuesday night suspended its rules requiring that a week pass between a third reading of a proposed ordinance and a final roll call vote of the full council.

The vote was unanimous to suspend the rule and to pass the new ordinance, which now requires the signature of Mayor Thomas Hoye Jr. in order to become official.

The ordinance would impose a first-time fine of $150 and a $300 fine for each subsequent offense.
The two categories of substances described within the ordinance include synthetic marijuana and synthetic marijuana analogue. Both apply to an array of products sometimes marketed as bath salts, potpourri, incense, spice and other substances not intended to be ingested.

Two weeks ago, Taunton Police Chief Edward Walsh informed the council that he and assistant city solicitor Daniel de Abreu had collaborated on the ordinance.

Walsh says the police have had to deal with an increasing number of cases involving mainly young people who smoke synthetic pot and sometimes experience hallucinations and psychotic episodes.
Tuesday night also saw the postponement of a discussion of the council?s motion two weeks ago for a home rule petition to the state to exceed the city?s quota of 24 retail liquor licenses.

The council?s move to add another eight licenses, split evenly between beer-and-wine and all-liquor, created a backlash among local package and convenience store owners who say it would hurt their sales and perhaps even put them out of business.

The council voted to postpone until next week any discussion or public comment of the topic so that all nine councilors have a chance to partake in the proceedings. Two councilors, Deborah Car and David Pottier, were not in attendance this week.

At least 24 people representing Taunton and Raynham stores showed up and calmly accepted the council?s suggestion that they pick up the conversation next Tuesday.

The council also voted to ask the city?s license commission to come in next week to explain their rationale for recommending that the eight licenses be added.

In other news, a citation was presented by the fire department to the family of the late David Orcutt who drowned in 2001. The fire department spent days looking for Orcutt and eventually recovered his body.

The Orcutt family since then has organized numerous fundraisers that have paid for equipment used the Taunton Fire Department dive team.

A massive Russian potash producer pulled out of a sales partnership, signaling an end to a global cartel that commands 70 percent of the world market. That's likely to reduce sharply the price of potash, a nutrient used in fertilizers, and has already cut into shares of companies that produce it.

Coach Inc., down $4.55 to $53.30

Shares slumped after the company announced the departure of two top executives and poor sales of handbags during the final quarter of the year.

United States Steel Corp., down $1.27 to $17.71

The steel maker posted a second consecutive quarterly loss, making it five out of seven in the red, and it gave a cautious forecast for the current period.

Occidental Petroleum Corp., down $2.16 to $88.32

The company delivered a profit that topped Wall Street expectations, but its revenue numbers left investors wanting.

Pitney Bowes Inc., up $1.88 to $16.60

The mailing equipment and software company beat expectations for the quarter and said it will sell its North American management services unit to Apollo Global Management for $400 million.

Goodyear Tire & Rubber Co., up $1.52 to $18.56

The company's second-quarter earnings more than doubled and it is optimistic about the entire year. Goodyear even did well in Europe, a danger zone for most automotive companies, doubling its earnings there to $51 million.

Vanda Pharmaceuticals Inc., up $3.56 to $11.61

The Food and Drug Administration is planning a faster review of the company's sleep disorder drug, tasimelteon. That could bring the drug to market sooner than most had expected.

R.R. Donnelley & Sons Co., up $2.68 to $18.93

The stock jumped to its highest price in almost two years after the printing company beat Wall Street projections for the second quarter.

I picked up "The Silent Wife" because it was being hailed as the next Gone Girl (If you haven't read Gone Girl by Gillian Flynn then I sugguest you do so!) I thought hey I loved the story how it went between the husband/wife taking turns telling the story so I'll probably really get into this book. MEH......

This book was so BORING. I wasn't on the edge of my seat reading it, and the plot was just not so great. I say skip this one friends!

Skip it. I only watched because I do think Tom Cruise is a terrific talented actor.

This one stars hottie Matthew McConaughey and Reese Witherspoon.?

Ugh. Another total bomb. We didn't even finish the movie. Turned it off out of pure slowness and bordeom. It reminded me of Reese's last terrible movie called "how do you know" starring Owen Wilson and Jack Nickelson. I mean why these superstars take these blah roles is beyond me. Skip this one too. This movie was like Stand By Me if anyone has seen that gem. Boys looking for a dead body, in this case 2 boys find an alive man instead of dead...You get where I'm going with this.?
